Is the internet out of control?

Internet service providers are chasing illegal music downloaders; the government may set up an independent organisation to protect web users from abusive bloggers; and the things people do online are being held up to greater scrutiny than ever before. The web is under siege from all sides, but is it out of control, and does it now need policing?
